A milestone in the history of correctional education, modern corrections, and of the Correctional Education Association is the passing in early August this year of Dr. Lane Murray, founding superintendent of the Windham School District in Texas and two time president of the Correctional Education Association. Dr. Murray, then on faculty in the College of Education, Texas A&M University (the first woman to hold a full time faculty post at that institution) was appointed by prison reformer George Beto in 1969 to implement education in the Texas Department of Corrections. She built the Windham School District as an exclusively prisoner serving school system, a system recognized as a model in the country, now employing some 1,300 civilians in the work of educating Texas prisoners. Dr. Murray's influence extended far beyond Texas because of her dedication to build a vital and professional identify for correctional educators. She was an active American Correctional Association member, recognized by ACA with a coveted E.R. Cass award. Our current strong professional association is among the legacies left by Dr. Murray, and her example is a challenge to us to invest in the health of our professional association because of what it must be for our successors in this profession, as well as for the benefits that incur to us as individuals. In Washington this summer health care legislation has been a singular preoccupation, second only to the economy. But other important legislative topics stand in the wings and await additional attention. One such topic is reauthorization of the Workforce Investment Act (WIA). Originally passed in 1998, WIA is now five years overdue for reauthorization. Due to the complexity of this law and the lack of consensus on possible reforms, reauthorization has been delayed from year to year. In 2009, with employment being such a high profile concern, WIA reauthorization has taken on new urgency.
